The ministry of Urban Development has given a new reason to rejoice this year especially for those living on Nazul Lands (govt. Lands) and those whose leases have expired over the past years with the approval of conversion of such properties from ‘‘leasehold’ to ‘freehold’ at affordable cost. The scheme has been approved by M. Venkaiah Naidu , Hon’ble Minister of Urban Development. Under the scheme, conversion of properties from leasehold to freehold is now possible on payment of conversion fee to DDA at approx Rs. 2 lakh per 100 sq. mt. plot, which variable in accordance with the no. of years since the expiration of the lease.
The issue had been pending since years, as no appropriate scheme could be formulated. But with the election approaching, the ministry has stepped forward to resolve the matter with the underlying motives of wooing the voters living in these areas with expired leases and getting other such political advantages.
According to this scheme, the charges payable to DDA for conversion from leasehold to freehold by applicants include :

- Prevalent conversion charges
- One time Lease Renewal Charges @ Rs. 1000 per Sq. Mt.
- Ground rent payable for each year beyond expiry of lease at the rate of five times the rate as applicable at the time of expiry of lease (within the range of Rs. 90 to Rs. 270 per 100 Sq. Mt. )
- Other outstanding dues against the property , if any
This scheme will be applicable to residential properties for Freehold conversion and will be valid only till 31.12.2015. The persons who can apply or the Freehold conversion include:
- Lessees
- Power of Attorney Holders
- Mutatees and
- Owners of properties situated on Nazul Lands.

Who all can apply for Conversion of Properties from Leasehold to Freehold ?
- Any person who is the original Allottee and whose name appears in the records of DDA or L&DO can apply for the freehold conversion. If there is more than one lessee, all of them will have to apply for Freehold conversion.
- Any person who is a holder of power of attorney can also apply for Conversion of Property from Leasehold to Freehold by specifying the name of the person in whose favour the conversion is sought to be done. If there are a series / chain of power of attorneys, then the copies of the entire chain of such power of attorneys have to be submitted.
- The person applying for conversion of property to Freehold shall have to give a proof of possession of the property such as electricity bill, telephone bill, etc.
- Property can be converted from leasehold to Freehold, even if there is any unauthorised construction or misuse after the payment of applicable damages or misuse charges. However, if there is any unauthorised encroachment on public land, freehold conversion would not be permitted.
- If the power of attorney holder has died, his legal heir can apply for the freehold conversion process.
- Property will be converted from leasehold to Freehold only after the applicant has cleared all arrears and dues like installments, ground rents, misuse charges, damages, etc.
- Upon the successful conversion of property from leasehold to Freehold, a conveyance deed would be issued to the owner. The conveyance deed mentions that the vendee has now become the absolute owner of the property and shall now be free to use it in any manner as he deems fit.
